Public Regulation for the Achievement of Spatial Justice

In the economic field, spatial justice is mainly manifested in the adequate allocation of the public’s spatial rights, the balanced spatial distribution of capital, the reasonable spatial distribution of public resources and the orderly regulation of the spatial economic structure in the development and use of territorial space. Public regulation plays a vital role in ensuring that the objectives of spatial justice are achieved, and should be applied scientifically in the achievement of spatial justice. The system of public regulation for this purpose is relatively well developed in China. The right to economic freedom, the right to social security, the social obligations of the right to property and the national strategy for national economic and social development planning are the constitutional basis for public regulation to ensure spatial justice in China, while the systems of tax incentives, financial services, fiscal allocation and spatial economic planning are its basis in practice. To achieve spatial justice through optimal public regulation, it is necessary to build the following mechanisms: a foundation for public regulation that focuses on the full realization of public economic rights; implementation of public regulation that focuses on systematic implementation; and a guarantee for the operation of public regulation that focuses on performance evaluation.
