With the increasing breadth and depth of the impact of engineering activities on human beings, the issue of engineering risk governance has become an important research topic. Such risk governance should be systemic, carried out from the triune dimensions of science, technology and engineering; empirical, providing differentiated management of actual engineering risks; and process-focused, covering the whole life cycle of the engineering project.
