Getting at the root of insecurity: an analysis of the management of the migrant workers’ risk of occupational security and health in the targeted poverty-reducing perspective

The practice of targeted poverty-reducing (TPR, or jingzhun fupin) is an important link to complete the process of building a moderately well-off society in all aspects. It is an important context and perspective for us to observe and measure the levels of social and economic development in a society. The practice of TPR has been proved to have some relations with the management of the migrant workers’ risk of occupational security and health, and it is a fundamental way to address the risk. Through a review of literature, some interviews and an analysis of data, the article shows that the reason for migrant workers’ involvement in the industries and occupations of high risk is the poverty in the rural areas in China. The practice of TPR is a structural and sustainable strategy to manage migrant workers’ occupational risk. It will be helpful to increase workers’ ability to keep them in safety and spread the practice of TPR with multiple subjects and in various ways, and to incorporate the management of occupational risk in the strategy of TPR.
