In recent years, with the discussions about getting rid of the unfortunate tendency of regarding the “thesis only” and perfecting the representative work system, the importance of the evaluation of academic work is increasing. However, at present, a systematic and complete evaluation mechanism and system for Chinese academic works which could be of wide service to academic circles has yet to be established. The bottleneck problems restricting the development of the academic works evaluation system include the fact that there is as yet no pre-publication peer review system; the validity of the evaluation data is low; and research on evaluation is insufficient. From the perspective of the life cycle of academic works, a whole process evaluation model for Chinese academic works can break through the above bottlenecks. The key is to break down departmental information restrictions, promote the flow of information on evaluation, and achieve information sharing, so as to promote the construction of a scientific and rational comprehensive evaluation system of academic works based on peer review and assisted by quantitative evaluation.
