Proprietization and market: The path choice for the reform of China’s medical care

Beginning with an analysis of the monopoly and risks of the present China’s medical care, the author discovers the problem that the specificity of medical assets has been turned into proprietization in the system. The constraints of the proprietization reflect in: 1) it is a constraint to the reform; 2) it results in a replacement of goal; and 3)it is lack of mobility, even threatens the mechanism of social safety valves. It is just the path choice for the reform to end the proprietization and increase the public goods of hospitals and the public’s trust in the system. In the perspective of the mechanisms of social and systemic integration, the reform of the medical care is to promote and improve the integration.
