How to optimize the scientific research funding system is an important issue for improving organized scientific research. The dataset analysis of SCIE-funded papers found that the diversified and open scientific research funding system greatly fosters innovation and commercialization of achievements. Therefore, in the organized scientific research funding system, a dual-engine approach driven by national strategies and market demands should guide the development of an open, multi-stakeholder funding system. By aligning funding models and paths with the characteristics and developmental stages of research types, and implementing a three-tiered operational mechanism—from top-level strategic planning to mid-level diversified funding and grassroots collaborative integration—the system can effectively accelerate the transformation of knowledge innovation into tangible productive forces.
